# Assign System User to WhatsApp Account

This page guides you through creating a System User in Meta Business Manager, generating a permanent access token, and assigning the System User to your WhatsApp Business Account.

### Before You Begin

* You must have completed the [Update WA Account Payment Method](https://help.botpenguin.com/bots/whatsapp-bot/bot-setup/whatsapp-bot-creation-with-manual-onboarding/update-wa-account-payment-method) step.
* You must have admin access to your Meta Business Manager.
* Only one Admin System User is allowed per Meta Business portfolio. If one already exists, use the Employee role instead.

### Part A: Create a System User and Generate a Token

#### Step 1: Open Meta Business Settings

1. Go to [business.facebook.com](https://business.facebook.com/).
2. Click the **Settings (gear) icon** next to your business account name in the top-left.
3. Select **Business Settings** from the dropdown.

#### Step 2: Navigate to System Users

1. In the Business Settings sidebar, go to **Users → System Users**.
2. Click **Add** to create a new System User.

#### Step 3: Accept the Policy

Review and accept the policy prompt that appears before proceeding.

#### Step 4: Create the System User

1. In the **Create System User** pop-up:

| Field    | What to enter                                                                                          |
| -------- | ------------------------------------------------------------------------------------------------------ |
| **Name** | A recognisable name — e.g. `BP-WhatsApp`                                                               |
| **Role** | **Admin** (only one Admin is allowed per business portfolio — use Employee if an Admin already exists) |

2. Click **Create System User**.

#### Step 5: Generate a Token

* Once the System User is created, click **Generate New Token**.

2. In the **Generate Token** pop-up, configure the following:

| Setting              | Value                                   |
| -------------------- | --------------------------------------- |
| **App**              | Select the Meta App you created earlier |
| **Token Expiration** | Never                                   |

3. Under **Permissions**, enable the following and then click generate token:
   1. `whatsapp_business_messaging`
   2. `whatsapp_business_management`
   3. `catalog_management`
   4. `business_management`

#### Step 6: Copy and Save the Token

Your System User Token will be displayed on screen.

**Copy it immediately and store it somewhere safe** — a password manager or secure notes app. You will not be able to view this token again after closing the window.

> ⚠️ This token is one of the three credentials required to connect your WhatsApp Bot in BotPenguin. Do not share it with anyone outside your team.

### Part B: Assign the System User to Your WhatsApp Business Account

#### Step 7: Go to WhatsApp Accounts

1. In the Business Settings sidebar, go to **Accounts → WhatsApp Accounts**.

2. Select the WhatsApp Business Account (WABA) you want to assign the System User to.

#### Step 8: Add the System User

1. Click the **Add People** button.
2. A list of available System Users will appear.
3. Select the System User you just created.

#### Step 9: Assign Full Control

1. Set the permission level to **Full Control**.
2. Click **Assign**.

The System User now has the access needed to manage your WhatsApp Business Account on behalf of BotPenguin.
